Open Call: Social Protection Advocacy and Knowledge Management – Nigeria
The United Nations International Children’s Emergency Fund is calling for expressions of interest from qualified organizations to implement a public advocacy and knowledge management initiative on social protection at both federal and state levels in Nigeria.

The intervention aims to strengthen legislative and policy frameworks for social protection through coordinated learning, advocacy, and stakeholder engagement in key locations including Abuja, Sokoto, Benue, Abia, and Oyo.
The initiative is designed to enhance knowledge exchange platforms that allow for cross-state learning and sharing of best practices. Activities will include learning visits to model states such as Lagos and Zamfara, where officials from participating states and local government areas will gain firsthand insight into innovative social protection strategies. Social protection cross-learning summits will be held at the Institutes of Social Policy, targeting legislators and LGA chairmen in Benue and Abia States, along with a national summit in Abuja.
A core component of the project is the implementation of three-month advocacy campaigns at both federal and state levels. These campaigns are intended to support the drafting, review, and adoption of social protection bills. They will culminate in inclusive stakeholder forums that bring together diverse actors to debate and refine the draft legislation. Forums will be held in Abuja and in the four target states.

To sustain political engagement, the project will also establish Social Protection Parliamentary Forums at the national and state levels. These forums will be equipped with tailored capacity-building plans, including training, workshops, and conferences to ensure effective legislative participation and leadership in the development of robust social protection frameworks.
