UN Women Home-based Consultancy Opportunity: International Consultant to Support Gender Manual ToT Development Group
UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, is seeking a highly qualified international consultant to support the development of a Trainer of Trainers (ToT) guide to accompany the newly revised EAPCCO Handbook on Gender Responsive Law Enforcement.
This home-based consultancy, spread over 15 working days across a period of three months, is part of the broader “Empowering Every Badge” project, implemented in partnership with the United Nations Office on Drugs and Crime (UNODC) Regional Office for Eastern Africa and the Eastern Africa Police Chiefs Cooperation Organization (EAPCCO).
The project aims to promote peace and security in Eastern Africa by strengthening the participation of women in law enforcement institutions, advocating for gender-responsive policing, and transforming institutional cultures and practices. As part of these efforts, UN Women has supported the comprehensive revision of the original 2016 EAPCCO Gender Training Manual. The newly validated EAPCCO Handbook integrates updated and localized content, ensuring increased inclusivity, responsiveness to emerging security threats, and alignment with gender equality standards.
To ensure the effective implementation of the Handbook, UN Women, UNODC, and EAPCCO have committed to developing a Trainer’s Guide that will serve as a foundational tool for member states to customize gender-responsive training based on their unique national contexts, needs, and institutional frameworks. The consultant will play a key role in the facilitation, coordination, and finalization of this Trainer’s Guide in collaboration with a designated working group.
Scope of Work
The consultant will work under the supervision of the Women Policy Advisor on Governance, Peace, and Security at the UN Women Eastern and Southern Africa Regional Office (ESARO). Contractual and administrative support will be provided by the Programme Management Specialist for Gender and Security Sector Reform.
Key responsibilities include:
Preparation and Delivery of Presentation to EAPCCO PCC (3 days): The consultant will develop presentation materials and talking points for the virtual briefing to the EAPCCO Permanent Coordination Committee, ensuring clear communication of the purpose, content, and implementation plans of the Handbook. They will also address feedback and questions raised during the session.
Facilitation of Working Group Meetings (7 days): The consultant will facilitate four virtual sessions with the dedicated working group tasked with shaping the Trainer’s Guide. This includes consolidating diverse inputs, steering collaborative discussions, and ensuring coherent outputs that align with regional security and gender standards.
Validation and Finalization of the Trainer’s Guide (5 days): The consultant will lead a validation meeting for the near-final draft of the Trainer’s Guide. They will incorporate relevant feedback, finalize the document, and submit a comprehensive summary report outlining key outcomes and recommendations for future application.
This consultancy is entirely home-based, with all work to be completed remotely. Any travel that may arise will be arranged and covered by the hiring unit under separate agreement.
Required Qualifications
Education: Applicants must possess a master’s degree in gender studies, international relations, public administration, political science, criminology, law enforcement, or a related field. A bachelor’s degree combined with two additional years of relevant experience may be considered in lieu of the master’s.
Experience: Candidates must demonstrate at least 7 years of progressively responsible experience in gender and policing, preferably at the international level. Previous work with law enforcement agencies, security sector reform initiatives, or multilateral institutions is highly desirable. Experience in designing and delivering gender training for law enforcement personnel is essential.
Skills: The ideal candidate will have strong leadership and facilitation skills, excellent report-writing capabilities, and proven experience in policy analysis and program design. The ability to lead multi-stakeholder processes and synthesize complex information into actionable strategies is critical.
Language: Fluency in English is required. Additional knowledge of any other official UN language will be considered an asset.
